Traditional Owner led FLOWS study for Campbells Creek in Victoria (138710)

Campbells Creek in Central Victoria has experienced significant alteration to its natural flow regime due to historical land‑use change, stormwater inputs, water storages, and discharge from the Castlemaine Water Reclamation Plant (WRP). In 2024, DJAARA completed Aboriginal Waterways Assessments that identified a need to better align WRP releases with the cultural and environmental values of the creek. This led to the DJAARA‑led FLOWS Study, designed to address a core question: how can recycled water heal Country and support Djaara objectives.

The project applies the FLOWS methodology, refined to embed Djaara leadership, decision making and cultural authority. Guided by Djaara cultural advisors, the project brings together cultural knowledge, technical expertise, hydrological and hydraulic modelling, conceptual models, and Walks and Yarns on Country. This approach enables the identification of culturally significant places, key flow‑dependent cultural values, and the development of seasonal flow requirements that reflect both cultural priorities and ecological needs. The study also interrogates water quality considerations and the feasibility of using recycled water to achieve environmental benefits in a safe and culturally aligned way.

The study will develop culturally centred watering objectives, modelled flow scenarios, and recommended discharge patterns. Expected outcomes include improved habitat conditions, strengthened cultural practices, and clearer operational pathways for recycled water use. Given the project is still ongoing, the process will be discussed. 

This work demonstrates Djaara self‑determination in water governance, establishes DJAARA as a meaningful leader in waterway management, and provides a replicable model for First Nations–led FLOWS studies across Australia.
